Apple released a major update for the FindMy app Ecosystem with iOS 15 To update. When you lose yours iPhone and the device is turned off, you can track the location of your lost iPhone using the FindMy network. This feature will be available for newer iPhones. Apple introduced Bluetooth tracking of devices with iOS 13 using the FindMy app ecosystem.
If your iPhone is stolen with the iOS 15 update and the thief decides to turn it off, you can even track it. The only way to turn off tracking from the FindMy app is to remove the iCloud account of the owner of the iPhone. And for that, the thief will have to crack your iCloud account, which would be a pretty difficult task.

But when it’s off there is no way to track it.
